Villains Portrayed As Heroes are villains who are portrayed in "heroic" manners which confuses the audience to call them "heroes" when they're really villainous. They are also villainous protagonists, or protagonist villains, which are characters who are the central focus of a story but aren't the heroes of its story. In short, these villains are the main characters of their own stories. Due to them being the protagonists of the story (and in many cases, knowing their motives) the audience commonly and mistakenly nickname them "anti-heroes" or "heroes".
The Jedi & Galactic Republic are prime examples of villain protagonists because they do Outright Villainous stuff but are portrayed as the "heroes" in the Prequel franchise when they're clearly not.
They are the opposite of Heroes Portrayed As Villains.
